Where does the money go when you buy a liter of fuel in the EU?

This page shows how Diesel pump prices are composed across all 27 EU countries. Each price is broken into: product cost (crude oil + refining margin + transport + retailer margin), excise duty, other indirect taxes (CO2 levy, strategic reserve fee, bio-fuel surcharge), and VAT.

EU average Diesel price: €1.921/L. Average tax share: 41.2%.

Cheapest: Malta at €1.210/L (tax: 54.3%). Most expensive: Netherlands at €2.393/L (tax: 40.7%).

Lowest tax burden: Sweden at 26.2%. Highest tax burden: Malta at 54.3%.
