How to read the chart: the shaded band holds the middle 80% of all weeks since 2005 (10th to 90th percentile) and the line inside it is the median, both for the prices selected. The percentile counts the earlier weeks that were strictly cheaper, truncated (not rounded) to one decimal; “record” means that no earlier week was as dear or dearer. Adjusted for inflation: each week × HICP for September 2026 ÷ HICP for the month of that week, so every price is in September 2026 money; weeks after September 2026 are not adjusted yet. Index: Eurostat, harmonised index of consumer prices, all items (prc_hicp_minr, 2025 = 100), reused with acknowledgement of the source.

How we calculate the charging prices
  • Data: Finland's national AFIR access point, run by Fintraffic: locations, real-time status and tariffs of 19 operators, collected every hour.
  • Operators publish prices without VAT. We add the VAT rate given in each tariff, or the Finnish standard rate of 25.5% when it is missing.
  • For each charging point we use the tariff for ad-hoc payment (without a subscription or app contract) when there is one, and the price that applies to a charge started on a weekday at 12:00, in its first minute. Conditions on time of day, duration and power follow the OCPI tariff rules.
  • A point counts as DC if it has a DC connector. A price of 0 or outside €0.05–€1.50 per kWh is set aside as implausible and not shown.
  • Median: half of the charging points are cheaper, half are more expensive. Every charging point counts once, so large networks weigh more.

Both directions together: a car that goes and comes back is counted twice. Each crossing is measured by the nearest counter, 0–4 km from the border; in Tornio–Haparanda some town streets cross the border without a counter.

Does a bigger price gap bring more crossings?

Sweden, 394 weeks (2017–2020 and 2022–2026, without the COVID border restrictions): for every 10 cents per litre by which petrol cost more in Finland than in Sweden, car traffic at the Swedish border changed by +2.2% (95% confidence interval +0.6% to +3.8%).

But traffic on roads inside Lapland, far from any border, rose too: +1.4% (95% CI −0.5% to +3.4%). Compared with those roads, the border effect is +0.7% (95% CI −1.3% to +2.8%): not statistically significant.

Norway, 88 months (Norwegian prices are monthly): +0.1% per 10 cents (95% CI −1.3% to +1.4%). Not statistically significant.

Conclusion: the data do not show that Finns cross the border more often when the price gap grows. Border traffic follows the season, weekends and public holidays.

Price gap Finland minus Sweden, week of 19 October 2026: petrol +€0.687, diesel +€0.491 per litre.

How we tested it
  • Model: weekly cars (logarithm) explained by the petrol price gap, with seasonal terms for the week of the year, a separate level for each year and the number of public holidays (Finland and the neighbour) in the week. Errors robust to autocorrelation (Newey–West).
  • Checks: diesel instead of petrol, a separate effect for each week of the year, a trend instead of yearly levels, Tornio–Haparanda alone, and all six counters at the Swedish border with a separate level for each. All give a similar raw effect: +1.6% to +2.3% per 10 cents.
  • Control: three counters on roads inside Lapland without a border crossing (Kolari road 21, Raanujärvi, Yli-Kittilä). If they move with the price gap as well, the rise is not caused by the gap.
  • Limits: counters do not record the nationality of the driver; fuel prices are national averages, not the prices at the border; Norway's prices are monthly averages from Statistics Norway. An association is not proof of cause.

Method as on the press page: record = highest or lowest national average price with all taxes in the bulletin; in the event of a tie, the first week counts.

    Methodology
    • Weekly series: national average pump price with all taxes, reported by Finland to the European Commission (prices on Monday, according to the Commission’s methodology note for Finland) and published in the EU Weekly Oil Bulletin (Commission’s methodology note for Finland). 1,090 weeks, 3 Jan 2005 – 26 Oct 2026; 49 weeks with no publication (mostly public holidays) are missing and are not filled in.
    • Fuels: the bulletin reports Euro-super 95 (95-octane petrol) and automotive diesel for every EU country; LPG (autogas) comes from the Commission’s price history file of the bulletin and is missing where a country does not report it.
    • EU weighted average (EU-27): calculated by the European Commission and weighted by each country’s fuel consumption. LPG (autogas) comes from the same source (the bulletin’s “Prices with taxes” table).
    • Records: see the “Records” section; the first week in which the value was reached is counted.
    • Events: start date as given by the linked source; the coloured area shows the period in which the event shaped the market (this page’s timeline).
