Methodology and sources for the charts
Sources: ORLEN S.A. wholesale prices (wholesale price list, working days); EU Weekly Oil Bulletin (national average pump prices, Mondays); Monitor Polski (CPN maximum prices, notices of the Minister of Energy); ECB (euro reference rate).
Weekly alignment: each bulletin Monday is compared with the average ORLEN wholesale price of the 7 days before it. Bulletin prices are stored in euros and converted back to PLN at the ECB rate of the same day. Weeks without a bulletin are left empty, not interpolated.
Pump prices are shown excluding VAT at the rate in force on each date: 23% (VAT Act, art. 146aa, 146ea and 146ef); 8% for motor fuels from 1 February to 31 December 2022 (art. 146dc, Journal of Laws 2022 item 196 — the anti-inflation shield); 8% from 31 March to 30 June 2026, from 17 to 31 August 2026 and from 3 October to 31 December 2026 (Minister of Finance regulation, Journal of Laws 2026 items 417, 1095 and 1288, with amendments), the periods of the CPN cap.
The implied gross margin is the pump price excluding VAT minus ORLEN's wholesale price. It has to cover transport, the station's costs and its profit. Stations that buy from suppliers other than ORLEN pay different wholesale prices, so this is an indicator for the market, not the margin of any particular station. Median and interquartile range over the last 365 days: PLN 0.28 (PLN 0.23 – PLN 0.35) for Petrol 95, PLN 0.17 (PLN 0.08 – PLN 0.24) for diesel.
ORLEN's wholesale prices are list prices, before any negotiated discounts. Stations and distributors that buy under contract typically get a discount per cubic metre at the terminal, so they pay less than the list price (the discount levels offered by the main wholesalers are tracked every working day, for example by the “Upusty na bazach” service of e-petrol.pl). These discounts are not public, so they cannot be subtracted here: the real margin of most stations is higher than the implied margin in the chart. Values below zero mean that pump prices had not yet caught up with a wholesale increase.
