Roaming Zone Memberships
The EU's Eastern Partnership initiative includes plans to reduce roaming charges between participating countries — Georgia, Armenia, Azerbaijan, and (pre-2026) Ukraine and Moldova. A Regional Roaming Agreement was signed to gradually reduce prices within the EaP countries. Ukraine and Moldova graduated to full EU RLAH membership in January 2026.
The Eurasian Economic Union (Russia, Belarus, Kazakhstan, Kyrgyzstan, Armenia) has been working to reduce roaming charges between member states. Russia and Belarus achieved full elimination in 2025. Other members have bilateral reduction agreements in various stages of implementation.
