Inter-Zone Agreements
Signed at the EU-Western Balkans Summit in Tirana (Dec 2022). 38 EU and WB operators agreed to gradual tariff reduction starting Oct 2023, with full elimination targeted by 2027-2028. Montenegro and Albania expected to reach full elimination by end of 2026.
The EU4Digital initiative includes a Regional Roaming Agreement to reduce roaming prices between the EU and Eastern Partnership countries (Georgia, Armenia, Azerbaijan). Ukraine and Moldova graduated to full EU RLAH in January 2026. Full elimination between EU and remaining EaP members has no firm target date yet.
No formal EU–UK roaming agreement exists post-Brexit. Roaming between EU/EEA and UK depends entirely on individual operator decisions. Some UK operators (O2, Virgin) voluntarily continue free EU roaming; others (EE, Three) charge daily fees of £2–5/day. EU operators vary widely in their UK roaming terms.
