Fuel prices by region: the gaps within each country
Diesel and petrol prices differ within a country as well as between countries. Every day we compare the average pump price in each province, département, county, prefecture, municipality or nation of Spain, France, Italy, Greece, Romania, Lithuania and the United Kingdom. Regions with their own tax rules, such as the Canary Islands or Corsica, are shown separately, so that “cheapest” always compares like with like.

Methodology & caveats
Sources, definitions and what the numbers do not say
- Data. Regional daily averages from the fuel-prices.eu research dataset D3 (/research/), rebuilt every morning from the national fuel-price feeds: Geoportal de Hidrocarburos (MITECO) (Spain); prix-carburants.gouv.fr (France); Osservaprezzi Carburanti (MIMIT) (Italy); Greek fuel price observatory (Ministry of Development) (Greece); Monitorul Prețurilor Carburanților (Consiliul Concurenței) (Romania); Lithuanian Energy Agency (ENA) (Lithuania); UK Fuel Finder (contains public sector information licensed under the Open Government Licence v3.0) (United Kingdom).
- Average. Arithmetic mean of the prices reported by the stations of a region on that day: each station counts once, regardless of how much fuel it sells. Implausible prices (below half or above double the national median of the day) are removed first. Only prices read from the feed in the 48 hours before the daily snapshot count (France 6 hours, United Kingdom 7 days, Lithuania 4 days). These are posted pump prices, taxes included; discounts at the till and loyalty-card discounts are not included.
- At least 20 stations. A region is ranked only if at least 20 stations reported a price for that fuel that day, so that one or two stations cannot make it “the cheapest”. Smaller regions are listed in the tables, marked “under 20 stations”, but never called cheapest or most expensive.
- Greece. The Greek averages are published per prefecture by the fuel price observatory of the Ministry of Development, which does not publish station counts; we use them as published, on the day of the observatory’s bulletin.
- Special tax regimes. Regions whose fuel is taxed differently from the rest of the country are listed separately and not ranked. We label only regimes confirmed in an official source: Canary Islands: outside Spain’s VAT and fuel duty (Impuesto sobre Hidrocarburos) (Law 37/1992, art. 3; Law 38/1992, art. 3); Ceuta and Melilla: outside Spain’s VAT and fuel duty (Impuesto sobre Hidrocarburos) (Law 37/1992, art. 3; Law 38/1992, art. 3); Corsica: VAT on petrol and diesel is 13%, against 20% in mainland France (BOFiP, BOI-TVA-GEO-10-10, § 260); Sondrio: the provincial average includes the stations of Livigno, which is outside the EU VAT and excise rules (Directive 2006/112/EC, art. 6; Directive (EU) 2020/262, art. 4); Lesbos, Chios and Samos: VAT is 17% instead of 24% (AADE circular E.2113/2025); Dodecanese: VAT is 17% instead of 24% on every island except Rhodes (AADE circular E.2113/2025). “Island” is a geographic label only: islands with the national tax rules (the Balearic Islands, Sicily, Sardinia, Crete…) are ranked like any other region.
- Day. Each country shows its latest day. Station feeds are read every morning (09:35–10:00 Bucharest time; Lithuania 13:05 on working days); Romania = last price of the day; Greece = day of the observatory’s bulletin. A country whose latest day is more than 7 days older than the dataset is left out until it is updated.
- Currencies. Romania and the United Kingdom: averages converted to euros at the ECB reference rate of that day or, on days without a rate (weekends, holidays), of the last working day before it; the rate and its date are shown with each table, and the averages in lei and pounds are in the tables and the CSV.
- Petrol. Petrol = 95-octane unleaded: SP95-E10 in France, E10 in the United Kingdom, standard 95 elsewhere. Diesel = standard diesel.
- What the gaps do not say. They show where prices differ, not why: transport costs, local competition and the mix of motorway and supermarket stations all play a part. They are not a forecast.
- Local figures. The tables under “Region by region” give every region’s figure for local reporting; the CSV has the same numbers.
