Fuel taxes in Europe: how much of every litre is tax
Taxes make up 46.9% of the EU average price of petrol and 38.7% of diesel. Below: the tax in a litre in all 27 EU countries and, for 26 of them, how it has changed since 23 February 2026 (VAT and excise duty) and every excise change in 2026. - Tax = price with taxes − price without taxes, both published by the European Commission. It includes VAT, excise duty and any other tax on fuel. Tax share = tax ÷ pump price.
- Two EU averages. The Commission’s weighted average counts each country by its fuel consumption, so large markets weigh more: 46.9% for petrol. The simple average counts every country once: 46.1% (€0.904 of €1.959 per litre, the averages of the 27 national figures in the table). The average of the 27 country tax shares is a different figure: 45.8%. Our price breakdown page shows an average of the country tax shares too (45.6% for petrol): it rebuilds each country’s taxes from the Commission’s excise and VAT tables instead of using the Commission’s price before tax, so it can differ slightly.
- Malta: pump prices are fixed by the government and the price before tax is subsidised, so Malta’s tax share (the highest) is not comparable with the others.
- Sweden: temporary cuts in energy tax (1 May–30 September 2026) and CO₂ tax (1 July–30 November 2026) lower its tax per litre (Swedish Tax Agency).
- Denmark (petrol): the Bulletin figure is the consumer price minus the previous quarter’s average discounts.
- Pump price and tax are rounded to €0.001 from the Commission’s data; price before tax = pump price − tax, and tax share and changes are calculated from the prices shown (3 decimals), so every row adds up.
- ‡ Italy (diesel), Romania (diesel): the Commission’s figures for this week have a known issue, explained under “Country by country since 23 February”.

- VAT rates: the Commission’s VAT table, checked against its own prices (they must reconcile exactly: price = (price before tax + excise + other taxes) × (1 + VAT)) and against national tax authorities on 26 Sep 2026. Estonia’s rate is 24% since 1 July 2025 (Estonian Tax and Customs Board); the Commission’s table still shows 22%.
- Sweden (petrol), 23 Feb: the table shows the Commission’s figures, but its price before tax for that week does not match its own tax tables (implied VAT 20.4% instead of 25%; the weeks before and after match exactly). Computed from the Commission’s excise and VAT tables, Sweden’s taxes that week were €0.735 per litre, not €0.690, and the change since 23 February would be −€0.280 instead of −€0.235. VAT and excise are not separated for this row.
- Estonia (petrol), 23 Feb: the table shows the Commission’s figures, but the Commission computed the price before tax with 22% VAT; the legal rate was 24%. With 24%, the taxes that week were €0.874 per litre, not €0.855, and the change since 23 February would be +€0.090 instead of +€0.109. VAT and excise are not separated for this row.
- Sweden (diesel), 23 Feb: the table shows the Commission’s figures, but its price before tax for that week does not match its own tax tables (implied VAT 34.6% instead of 25%; the weeks before and after match exactly). Computed from the Commission’s excise and VAT tables, Sweden’s taxes that week were €0.684 per litre, not €0.774, and the change since 23 February would be −€0.156 instead of −€0.246. VAT and excise are not separated for this row.
- Estonia (diesel), 23 Feb: the table shows the Commission’s figures, but the Commission computed the price before tax with 22% VAT; the legal rate was 24%. With 24%, the taxes that week were €0.697 per litre, not €0.679, and the change since 23 February would be +€0.140 instead of +€0.158. VAT and excise are not separated for this row.
- Italy (diesel), 21 Sep 2026: the Commission’s price before tax implies a change in excise or other taxes of +€0.040 per litre since 14 Sep 2026, which its excise table does not show yet (a new rate may not be recorded). Figures as published; left out of rankings and key numbers.
- Romania (diesel), 21 Sep 2026: the Commission’s table applies an excise duty of 2,243.43 lei per 1,000 litres; Romania’s Ministry of Finance set 2,103.22 lei for 16–30 September 2026 (Ministry of Finance). With the ministry’s rate, the price before tax would be €0.027 per litre higher and the taxes €0.027 lower. Figures as published; left out of rankings and key numbers.
- Malta’s prices and taxes did not change: pump prices are fixed by the government.
Excise duties in 2026: the calendar
Every change to petrol and diesel excise duty since 1 January 2026, from the Commission’s table
18 of the 26 EU countries in this calendar changed their excise duty on petrol or diesel between 1 January and 21 Sep 2026, 15 of them lowering it at least once. Rates are per 1,000 litres in the national currency; for countries outside the euro area the change in € per litre uses the European Central Bank’s reference rate of the day the new rate took effect (shown).

Methodology & caveats
Sources, definitions and what the numbers do not say
- Source. European Commission, EU Weekly Oil Bulletin: prices with taxes, prices without taxes, excise duties, VAT and other indirect taxes (file “Weekly Oil Bulletin — prices history”), read weekly. The prices with taxes are identical to those on /press/ and /charts/ (checked at every update).
- Base date. 23 February 2026, the last bulletin before 28 February 2026, the same base as our other stories.
- EU average. The Commission’s weighted EU-27 average (weights: each country’s consumption in 2024). We checked that it equals the consumption-weighted average of the 27 national prices. The simple average (27 countries, each counted once) is labelled as such.
- Taxes. Price with taxes − price without taxes. VAT per litre = price × rate ÷ (100 + rate); excise duty and other taxes = the rest. This split is shown only where the VAT rate is verified for both dates.
- Commission figures that do not add up. All figures are the Commission’s, as published, so each one can be checked against its file. Where a figure contradicts the Commission’s own tax tables or the national tax authority, we say so next to it and give the recomputed value: Sweden, Estonia. The EU averages are the Commission’s own; recomputed, the change in EU taxes since 23 February would differ by €0.001 per litre for petrol and €0.002 for diesel.
- Coverage. The table of current taxes lists all 27 EU member states. Change tables, rankings, key numbers and the excise calendar cover 26 of them.
- Labels. Malta fixes its pump prices (so its tax share is not comparable); Sweden has temporary tax cuts; Denmark’s petrol price is net of average discounts. These are national averages: some regions have their own fuel tax rules (for example Spain’s Canary Islands, Ceuta and Melilla), so taxes there differ.
- What these numbers do not say. They are national averages, not the price at a given station; they are not a forecast; and the price before tax is not a margin: it covers the product, refining, transport, storage, biofuel blending, distribution and retail.
- Updates. The Commission publishes a bulletin each week (Monday prices, usually out on Thursday); this page reads it automatically. Excise dates and rates are the Commission’s; the list of measures ending on 30 September was checked by hand on 26 Sep 2026.
