From 28 October to 7 November 2026, Italy’s excise duty on diesel used as motor fuel is €632.90 per 1,000 litres, €40.00 below the standard rate of €672.90. With 22% VAT, the cut is worth €0.0488 per litre, or €2.44 on a 50-litre tank. Petrol is not affected: its excise stays at €672.90.
The rate is the one in the decree published in Italy’s Official Gazette. The per-litre and per-tank calculations are by fuel-prices.eu, with 22% VAT, and are explained below. The diesel price comes from the European Commission’s Weekly Oil Bulletin (CC BY 4.0).
What the decree says
„Al fine di compensare le maggiori entrate dell’imposta sul valore aggiunto rispetto all’ultima previsione, derivanti dall’aumento del prezzo internazionale, espresso in euro, del petrolio greggio, per il periodo dal 28 ottobre 2026 al 7 novembre 2026, l’aliquota di accisa sugli oli da gas o gasolio, usato come carburante, […] e’ rideterminata nella misura di 632,90 euro per mille litri.”
— Decree of the Minister of Economy and Finance with the Minister of Environment and Energy Security, 27 October 2026, art. 1 (Gazzetta Ufficiale, general series no. 250 of 27 October 2026, in Italian)
Our translation: “To offset the higher-than-forecast value added tax revenue resulting from the rise in the international price of crude oil in euros, for the period from 28 October 2026 to 7 November 2026, the excise rate on gas oil or diesel used as motor fuel […] is set at 632.90 euros per thousand litres.”
This is Italy’s so-called “mobile excise” mechanism (Law 244 of 24 December 2007, art. 1, paragraphs 290 and 291): when higher oil prices bring the state more VAT than forecast, the extra revenue can be returned by cutting the excise on motor fuels. The decree finds that the conditions were met for 1–30 September 2026. The cut lasts eleven days and covers diesel only.
What it means at the pump
| € per 1,000 l | € per litre excl. VAT | € per litre incl. 22% VAT | |
|---|---|---|---|
| Standard rate (Law 199/2025) | 672.90 | 0.6729 | 0.8209 |
| Rate from 28 October to 7 November 2026 | 632.90 | 0.6329 | 0.7721 |
| Difference = the cut | 40.00 | 0.0400 | 0.0488 |
For a 50-litre tank: 40.00 ÷ 1,000 × 50 = €2.00 excluding VAT; × 1.22 = €2.44 including VAT. The 22% VAT is charged on top of the excise as well, which is why the cut at the pump is larger than the cut in the rate.
The diesel price
In the European Commission’s Weekly Oil Bulletin, the latest average price of diesel in Italy, all taxes included, is €2.247 per litre, recorded on 26 October 2026, two days before the cut. If the cut were passed on in full at the pump, the average would fall to around €2.198 per litre (2.247 − 0.0488). This is an assumption, not a measurement: pump prices also depend on international quotations and retail margins. The first bulletin to record prices during the cut is the one for 2 November 2026.
