From 5 October 2026, Portugal’s tax on petroleum and energy products (ISP) on the mainland is €428.15 per 1,000 litres of unleaded petrol and €264.40 per 1,000 litres of road diesel, under Ordinance No. 448-A/2026/1 published on 2 October. The week before it was €424.09 and €261.31 (Ordinance No. 437-B/2026/1).

What it means at the pump
The increase is €4.06 per 1,000 litres of petrol and €3.09 per 1,000 litres of diesel; with 23% VAT that is about 0.5 cents per litre of petrol and 0.4 cents per litre of diesel, if the pre-tax price stays the same. The extraordinary ISP discount remains in place: €69.37 per 1,000 litres of petrol and €97.20 per 1,000 litres of diesel, about 8.5 and 12.0 cents per litre with VAT. In the European Commission’s Weekly Oil Bulletin, the Portuguese average on 5 October 2026 was €2.081 per litre of petrol and €2.155 per litre of diesel.
How long
The government reviews these rates every week, depending on how prices move. The ordinance took effect on 5 October and applies until the next one replaces it. The rates are for the mainland; the Azores and Madeira set their own.
