Romania's 1-day vignette gets dearer for every car; the annual one gets cheaper only for Euro 6 and electric cars

From 1 October 2026 the Romanian road vignette (rovinieta) for cars is priced by the car's Euro emission class: from 20 lei (electric) to 29 lei (Euro 0–3) for one day and from 228 to 330 lei for 12 months, under Order MTI 888/2026. Compared with the tariffs charged in September, the 1-day rovinieta gets dearer for every car, from +8.7% (electric) to +57.6% (Euro 0–3), while the 12-month one gets cheaper only for Euro 6 (−3.4%) and electric cars (−13.3%).

Tariffs are official, in lei, VAT included. Euro equivalents are calculated by fuel-prices.eu at the BNR (National Bank of Romania) rate of 30 September 2026 (5.2785 lei per euro). Percentages and differences are calculated from the tariffs shown.

Official tariffs from 1 October 2026

Order MTI 888/2026 (Monitorul Oficial no. 818 of 25 September 2026) applies to every rovinieta whose validity starts on 1 October 2026 or later; rovinietas bought earlier stay valid until they expire. The official channels are the etoll.ro portal and the TollRo app, plus authorised distributors, SMS and CNAIR sales points.

Buses and minibuses (categories C and D) have their own tariffs in the same order. Goods vehicles over 3.5 t no longer buy a rovinieta: they pay TollRO per kilometre (below).

Your vehicle's Euro class. The class is the emission class in the vehicle's documents. If no emission-class data can be provided, the vehicle is charged as Euro 0, the highest tariff (note 1 of the order's annex). Electric vehicles without a Euro class get the electric tariff through the energy source shown in field P.3 of the registration certificate (note 2). Check the class you selected before you pay.

Transit tip. The 1-day rovinieta is valid for the calendar day you pay for, not for 24 hours. If you drive on national roads both before and after midnight, you need cover for both calendar days; the 10-day rovinieta costs 30 lei for Euro 6.

Until 30 September every car paid the same tariff, set in euro and charged in lei at a monthly rate (September 2026: 5.2584 lei per euro, so 18.40 lei for one day and 262.92 lei for 12 months). Goods vehicles up to 3.5 t (category B) differ from cars: Euro 6 pays slightly less for every validity — one day costs 52 lei instead of 52.58 lei (−1.1%) and 12 months 579 lei instead of 599.46 lei (−3.4%); for Euro 0–3, 67 lei (+27.4%) and 752 lei (+25.4%).

What the official portal's price simulator showed

On 30 September 2026 at 21:18 (Romanian time), the rate simulator on the official portal.etoll.ro showed, for “Autoturism (maxim 8 + 1 locuri)” (car) with the “Electric” standard, 22 / 30 / 48 / 76 / 254 lei — the Euro 6 rates. Order MTI 888/2026 sets 20 / 27 / 43 / 68 / 228 lei for electric vehicles. We then checked all 32 combinations in the simulator (4 vehicle categories × 8 standards): 24 differed from the order. Electric vans (category B) were also shown with the Euro 6 rates, some category B Euro 0–5 amounts were 1 leu higher (for example 753 instead of 752 lei for 12 months, Euro 0–3), and for minibuses and coaches (categories C and D) the grids shown were different from those in the order. For combustion-engine cars the amounts matched.

On 1 October 2026 between 00:02 and 00:04 we repeated the check: all 32 combinations matched the order, so the simulator was corrected before the new tariffs took effect. We still recommend checking the amount at checkout.

Calculation fuel-prices.eu for a same-day round trip Bucharest–Constanța: 453.0 km (226.5 km each way, the route we measured on the route page, mostly on the A2), Euro 6 petrol car with an assumed consumption of 6.5 l/100 km, i.e. 29.445 l. At the average price of standard petrol, 10.02 lei/l (1,131 stations, current prices on 1 October 2026 at 06:15), fuel costs 295.04 lei.

The round trip costs 34.40 lei less: 351.44 lei before, 317.04 lei now (−9.8%). For a Euro 0–3 car the difference is 27.40 lei, for an electric car 36.40 lei (energy not included). The 10-day rovinieta plus the bridge for a weekend (fuel excluded): 69.55 lei before, 30 lei now for Euro 6, 39.55 lei less. Drivers who already hold a valid rovinieta save only the bridge toll: 38.00 lei per round trip. With diesel (5.5 l/100 km, 10.95 lei/l), fuel for the same trip costs 272.82 lei.

TollRO: what it adds to a truck's costs

From 1 October 2026 goods vehicles over 3.5 t pay per kilometre on motorways, expressways and national roads, except national-road sections inside municipalities (Law 226/2023, art. 2). The rates are set by Order MTI 1925/2025, in lei per km, VAT included:

Calculation fuel-prices.eu for a 40-tonne Euro VI truck (the 12 t-or-more class) with an assumed consumption of 30 l/100 km: standard diesel costs 10.95 lei/l on average (1,132 stations, current prices on 1 October 2026 at 06:15), i.e. 9.05 lei/l without VAT (21%, which companies deduct), so 2.71 lei per km. Without VAT, TollRO is 0.397 lei/km on motorways and 0.198 lei/km on national roads: TollRO adds about 14.6% (motorway) and 7.3% (national road) to the diesel cost per kilometre.

Example: on the Arad–Bucharest route, the A1 motorway section is 449.1 km in our measurement (route page). TollRO on that section costs 449.1 × 0.48 = 215.57 lei including VAT (≈ €40.84); diesel for the same kilometres costs about 1,219 lei without VAT.

Payment is by route ticket or by a session in the mobile app; SETRE providers with an on-board unit can be used from 15 January 2027 (CNAIR).

On a motorway, a 40-tonne Euro VI truck pays €0.075 per km without VAT in Romania, about 7.6 times less than in Austria and 6.1 times less than in Hungary. Czechia and Slovenia are left out on purpose: for Czechia we could not read the rate on an official source, and Slovenia publishes tolls per section, not per kilometre. * Bulgaria and Poland: the operator does not state whether the rate includes VAT; the figures are as published.

TollRO status on 1 October

1 October 2026, 06:19 (Romanian time): TollRO is in force. The etoll.ro portal was working and showed no postponement notice, and we found no published act postponing the charge or its fines. Context from the press: CNAIR asked the ministry to postpone it to 1 April 2027 (HotNews, 23 September); hauliers in COTAR asked for fines to be postponed until the electronic system works (Spotmedia, 28 September); a bill in Parliament would suspend fines from 1 October 2026 to 31 March 2027 (Profit.ro, 29 September); interim transport minister Radu Miruță said he would not sign orders to fine hauliers if the platform does not work (Agerpres, 28 September); the app had outages on 29 September (news.ro, 30 September).

Frequently asked questions

How much does the Romania vignette cost from 1 October 2026?

For a car: 1 day 20–29 lei, 10 days 27–39 lei, 30 days 43–62 lei, 60 days 68–99 lei and 12 months 228–330 lei, from electric to Euro 0–3 (Order MTI 888/2026).

What if my car's Euro class is not known?

The vehicle is charged as Euro 0, the highest tariff (29 lei a day, 330 lei a year for a car). Electric vehicles without a Euro class get the electric tariff through field P.3 of the registration certificate.

Do I still pay the Fetești bridge toll?

No. For cars, the Fetești–Cernavodă and Giurgeni–Vadu Oii tolls are no longer charged from 1 October 2026. The rovinieta is still required.

Is a rovinieta bought before 1 October still valid?

Yes, until it expires. The new tariff applies to rovinietas whose validity starts on 1 October 2026 or later.
