The column is your vehicle's Euro emission class, as recorded for your registration. If no emission-class data can be provided, the vehicle is charged as Euro 0 — the highest price (note 1 of Order 888/2026). Electric vehicles that have no Euro class qualify for the electric price through the energy source in field P.3 of the registration certificate (note 2). Check the class shown before you pay.
Buses (categories C and D) have their own tariffs in the same order. Motorcycles are not among the vehicle categories of Order 888/2026. Goods vehicles over 3.5 t no longer buy a rovinieta: from 1 October 2026 they pay TollRO per kilometre.
Until 30 September 2026 every car paid the same rovinieta, set in euro and charged in lei at a monthly rate (September 2026: 5.2584 lei/€, e.g. 262.92 lei for 12 months = €50). From 1 October the tariff is set in lei and depends on the Euro class. The 1-day rovinieta costs more for every car, from electric to Euro 0–3; the 10-day, 30-day, 60-day and 12-month ones cost less only for Euro 6 and electric cars.

On 30 September 2026 at 21:18 (Romanian time), the rate simulator on portal.etoll.ro showed 22 / 30 / 48 / 76 / 254 lei for an electric car — the Euro 6 rates — while Order 888/2026 sets 20 / 27 / 43 / 68 / 228 lei. Of the 32 vehicle-category and emission-standard combinations we checked then, 24 differed from the order. When we checked again on 1 October between 00:02 and 00:04, all 32 matched the order. Goods vehicles over 3.5 t leave the rovinieta system and pay TollRO per kilometre on motorways, expressways and national roads (except national-road sections inside municipalities). For 12 t or more and Euro VI it is 0.48 lei/km on motorways and expressways and 0.24 lei/km on national roads, VAT included (Order MTI 1925/2025). Without VAT that is about €0.075 per km on a motorway — the lowest of the six countries we compared (Austria €0.572, Hungary €0.461, Slovakia €0.268, Bulgaria €0.210, Poland €0.128; 40 t, 5 axles, Euro VI).

The scenic route through Transylvania (Cluj → Brașov → Bucharest) uses a mix of motorways and national roads. The Rovinieta covers all of them!
Under Order 888/2026 a 1-day rovinieta covers the calendar day for which it was paid; 10, 30 and 60 days run from the start day you choose plus the following 9, 29 or 59 days; 12 months runs until the day before the same date the following year.
The Rovinieta is linked to your license plate number. Double-check before purchasing – corrections are difficult after payment!
Already purchased? From 1 October 2026 CNAIR says the validity of a rovinieta can be checked directly on the etoll.ro portal, by licence plate. A rovinieta bought until 30 September 2026 for a vehicle that still needs one — a car, a bus or coach, a goods vehicle up to 3.5 t — stays valid until it expires (Law 226/2023, art. 24(2) as amended by Law 103/2026); only rovinietas of heavier goods vehicles, which now pay TollRO, lapsed on 1 October.

Unlike some countries where the vignette only covers motorways, Romania's Rovinieta covers all national roads – that's over 17,000 km of roads!
Romania uses automatic license plate recognition cameras on national roads. Driving without a valid Rovinieta will result in a fine.
The fine is set by Law 226/2023, art. 18(2): from twice to four times the price of the 12-month rovinieta. The older fixed amounts came from Government Ordinance 15/2002, which no longer applies. Amounts in lei from the 12-month tariffs of Order MTI 888/2026; ≈ € at the BNR rate of 30 September 2026 (calculation fuel-prices.eu).

The law updates the amounts every year with the consumer price index (art. 18(3)). It does not spell out which tariff column applies; the table assumes the 12-month rovinieta of the vehicle's own category and Euro class.
Even the minimum fine is many times the vignette price — a 1-day rovinieta for a Euro 6 car costs 22 lei, the minimum fine for the same car 508 lei. Always buy before driving.
